The prevalent nature of Government Institution is profound with the aim to provide excellent service to its' citizens. Thus the design philosophy is to establish a modern-day government complex, which manifested itself with values such as formality, structure, discipline, integrity while adhering to contemporary working environment concepts. As workforce becomes more streamlined with technology output, the soft-skills i.e. 'serving the public' becomes the underlying principle in today's government's services, measurable fundamentally through the efficiency and quality of services rendered to the general public. In response to this, having a public presence via the inclusion of large scale greenery, the approach for the Masterplan was to consider the siting of the departments that will be identifiable, easily accessible for public, without congestion and disorientation. All these principles are enforced as accompaniments for achieving the ideal working environment culture, where work + interaction + action will translate for a more dynamic and discipline public service culture.
